This report presents EACOP’s approach to managing greenhouse gas (GHG) emissions across the construction and operational phases of the 1,443 km East Africa Crude Oil Pipeline, which transports oil from Uganda to the Tanzanian coast. It outlines the project infrastructure – including pumping stations, pressure reduction stations, and the marine terminal and clarifies that EACOP holds custody of the oil only during transit.
The report details how GHG emissions are categorized into Scope 1 (direct emissions from construction activities and backup power) and Scope 2 (indirect emissions from purchased electricity). It highlights the significant design measures taken to reduce emissions, including reliance on national grids instead of dedicated power generation and engineering optimizations that cut operational emissions by up to 40–50% in Tanzania. Estimated Scope 1 and 2 emissions during the four-year construction period total 384 ktCO₂e.
The report concludes that the project remains aligned with Uganda and Tanzania’s climate commitments, contributing less than 1% to national emissions, and meets international financing standards, with EACOP committed to quarterly government reporting and annual public disclosure of operational GHG performance.
