Human Rights Progress Report

This EACOP Human Rights Progress Report for 2023–2024 outlines the project’s systematic implementation of human rights due diligence (HRDD) across Uganda and Tanzania, guided by its Human Rights Policy, the 2018 HRIA, and the 2022 HRDD. EACOP established robust governance structures, including a dedicated Human Rights Steering Committee (HRSC) and Human Rights Action Plan, and reinforced its commitments by adopting new policies on Gender Equality and Social Inclusion, Sexual Harassment Prevention, and a formal Statement on Human Rights Defender.
Significant progress was made across the project’s salient human rights issues: Land and Resettlement reached near completion, with compensation payments at 98–99% and 100% of replacement houses handed over, supported by transitional and Livelihood Restoration Programs aligned with IFC Performance Standard. Workers’ Rights saw the implementation of a Project Industrial Relations Management System (IRMS) to manage contractor performance and labor conditions across construction sites. Furthermore, to manage engagement with public security forces, a Security Memorandum of Understanding (MOU) was signed with the Government of Uganda, integrating the Voluntary Principles on Security and Human Rights (VPSHR). Finally, the commitment to Vulnerable Ethnic Groups Self-Identifying as Indigenous Peoples in Tanzania was advanced through additional Free, Prior, and Informed Consent (FPIC) Agreements signed with the Taturu and Barabaig communities, while access to remedy was supported by multiple grievance mechanisms, including the third-party whistleblowing channel NAVEX.
