EACOP conducts its operations in line with its Health, Safety, Security, Environment and Social Policy, established with the involvement of all personnel and approved by shareholders and the Managing Director. This sets out the framework in which we operate.
EACOP’s HSE management activities are structured around the continual improvement cycle of PLAN-DO-CHECK-ACT aimed at operational excellence and performance improvement. HSE activities focus on risk identification, application of mitigation measures, and ongoing monitoring to ensure their effectiveness. The HSE Policy is supported by a framework of ten Principles, on which our HSE Management System is built. These principles are aligned with the requirements of the ISO45001:2018:

Occupational Health & Workforce Wellbeing
EACOP manages occupational health with the same rigour it applies to safety. This includes pre-placement and periodic medical assessments for personnel in higher risk roles; on-site and camp based medical support; health surveillance for workers exposed to occupational hazards (noise, dust, manual handling, and similar) and access to mental health and wellbeing support.
Pipeline Integrity and Major Risks
EACOP manages its operations to ensure that all major accident hazards (MAHs) are identified and measures put in place to ensure that these are managed during the design, construction, commissioning and operations phases. This is achieved through internationally recognised design and engineering standards, layered technical safety barriers, systematic hazard identification and risk assessment, and a pipeline integrity management programme covering inspection, monitoring, and maintenance across the life of the asset.
Life Saving Rules
EACOP has adopted the International Oil and Gas Producers (IOGP) Lifesaving Rules. The IOGP Life Saving Rules focus on modifying worker and supervisor behaviours in the workplace by raising awareness of the activities that are most likely to result in incidents or accidents and the simple actions individuals can take to protect themselves and others. These rules are standardised and used across many industries and geographies, which makes it easier for our Contractors to incorporate these in their activities.
Emergency Preparedness & Response
EACOP maintains emergency preparedness and response arrangements proportionate to the risk associated with pipeline construction and operation. This includes trained emergency response teams, regular emergency drills and simulations, and clear notification and escalation procedures. EACOP works with national and local emergency services in Uganda
and Tanzania to ensure a coordinated response capability along the pipeline corridor.
Training, Competence & Safety Culture
Competence is built through structured HSE induction and role-specific training, and behavioural safety initiatives that encourage every worker, regardless of role or seniority, to intervene when they see unsafe conditions or acts. Lessons from incidents and near misses are systematically captured and shared to prevent recurrence, consistent with the Learning from Events principle of the HSE Management System.
